Letter from Committee Chair

To: The Board of Trustees and Citizens of the San Mateo County Community College District

In November 2014, San Mateo County voters approved Measure H, a $388 million bond measure that will allow the district to complete the modernization, construction and reconstruction projects as envisioned in the 2015 Facilities Master Plan Amendment.

As required by law, the Board of Trustees established a Bond Oversight Committee (BOC) composed of community members with experience in finance, accounting, education, construction, sustainability, and local government. The BOC is actively working on behalf of the voters to ensure transparency and accountability with respect to how bond proceeds are expended.

The principal duties of the committee include:

  • Informing the public about the expenditure of Measure H bond proceeds
  • Ensuring that the district spends bond money only for the purposes set forth in the ballot language
  • Producing an annual report of the committee’s proceedings and activities, including a compliance statement

The Board of Trustees’ responsibilities include:

  • Overseeing the bond program
  • Prioritizing projects,
  • Monitoring progress and spending on individual projects
  • Overseeing the annual performance and financial audits

During the period that this annual report covers (July 1, 2021 to June 30, 2022), Cañada College construction activities continued on the Building 13 Multiple Program Instructional Center. This modernization project includes upgrades and improvements to classrooms, labs, offices, restroom fixures, and a nursing room. This project is anticipated to complete in early 2023.

On the College of San Mateo campus, the Water Supply Tank Replacement project was completed in October 2022. This project involved the construction of a new 1.2‐million‐gallon water supply tank to replace the existing 500,000‐gallon tank built in 1960. The Building 19 Facelift project also progressed during this period, which includes improvements to the classrooms, laboratories, and faculty offices to accommodate the academic needs of the architecture, engineering, and business technology programs. This project is anticipated to complete Summer 2023.

At Skyline College, construction of the Workforce & Economic Development Prosperity Center project is underway. This project will provide a readily accessible, integrated Student Services Center, including thirteen student services departments, five classrooms, and a nursing room. Construction is anticipated to complete late 2024. The Building 1 Facelift project also continued to progress, and is expected to complete Summer 2023. This project upgrades the classrooms, labs, restrooms, elevator and faculty offices to accommodate the academic needs. This is not a full modernization of the facility, but instead improves the operational and functional performance of the facility for the next ten years until funding is secured to eventually demolish/reconstruct or modernize the facility.

The committee had four meetings during this period, and continues to meet quarterly to review Measure H expenditures. At these meetings, district and program management staff provided the committee with written and oral reports and presentations on bond program activities, as well as the financial and performance audit reports.

Based on its review, the committee has concluded that the district is in compliance with the requirements of Article XIIIA, Section 1(b)(3) of the California Constitution. A full disclosure of the performance and financial audits can be viewed here.

Annual Performance and Financial Audit
California Proposition 39 requires annual performance and financial audits. The performance and financial audits for the fiscal year ending June 30, 2022, were performed by an independent certified public accounting firm in accordance with generally accepted auditing standards and governmental auditing standards issued by the Comptroller General of the United States. The result of the performance audits for Measure H is that the district spent the general obligation bond proceeds in accordance with the requirements of Proposition 39. The District received an unmodified opinion in the financial statement audit of Measure H general obligation bond activity for the year ended June 30, 2022. View the complete audit reports

Project description: Modernization of a 51‐year‐old building, including code upgrades to restroom, corridors and vertical circulation systems. Improvements to the functionality of 32K sf: 20 Hyflex classrooms (2 interior design labs, 6 computer labs, 12 general classrooms), faculty offices including dean suite, restroom fixtures, nursing room, and a new elevator.



Water Supply Tank Replacement

Project Description: Construction of a new 1.2‐million‐gallon water supply tank to replace the existing 500,000‐gallon tank built in 1960. The project includes new foundations, retaining walls, modern pump station and controls for the domestic and irrigation water service. The system will be sized to meet current NFPA capacity requirements.

Measure H projects will prepare College of San Mateo, Canada College and Skyline College students for universities and high-demand jobs by:

  • Modernizing math and science classrooms and labs
  • Upgrading computer, biotechnology and job training facilities
  • Upgrading access for disabled students
  • Ensuring classrooms meet earthquake, fire and safety requirements
  • Replacing aging infrastructure with energy efficient systems

Can bond funds be used to pay for salaries?

Bond fund proceeds may not be used for teacher, instructional staff or aide salaries. However, bond funds may be used to pay the salaries of district employees working on bond projects. The Attorney General issued Opinion No. 04-110 in regards to the topic of using bond funds to pay the salaries of district employees working on bond projects. Who appoints members to the committee?

The publicly elected Board of Trustees of San Mateo County Community College District appoints members to the Committee. While the Board selects members, the committee is independent and is required by law to act in the best interests of the public and to issue annual reports to the Board and the community.
